The place is open indeed. Unfortunately. The bar itself is not that bad, even if it's very small (8-9 m2) and there's no entertainment at all (no music, no place to sit, nothing). The worst thing is that you get in the Arctic Ice Bar through a restaurant/pub, and the restaurant/pub (Popkellari) obliges you to leave your jacket (even a summer jacket) in the cloakroom for additional 3€. So, if you are only interested in the bar, you basically pay 13€ for a 5 to 10 minutes experience. It makes no sense to me.
